Framework Engineer
Job Description
Raytheon Intelligence & Space has a position for a Framework Engineer with strong experience in platforms and infrastructure and Department of Defense (DoD) Digital Engineering, agile, DevSecOps processes.
The Framework Engineer will provide overall design, development, installation, testing and documentation of complex frameworks supporting microservice based applications in a challenging and dynamic environment.
This position requires the specialized expertise, organizational capability, and readiness to meet DoD strategic military satellite communications demanding mission objectives.
Job Responsibilities include, but are not limited to, the following:
Responsible lead role for planning, organizing, controlling, and directing the framework development and deployment by developers and subcontractors
Select appropriate tools available to develop and validate framework life cycle management and costs
Construct the overall framework technical roadmap
Shape approach to identifying and managing framework risks and assumptions
Determine the required framework services, contributions, and resources
Build relationships and alignment between other partners and groups within RTX framework interests
Build and maintain relationships and networks with other companies whether primes, teammates, or subcontractors and with other Raytheon Technologies businesses
Prepare to oversee the development, delivery and maintenance of framework solutions, to include policies, standards, procedures, and guidelines
Serve as the official point of contact for the customer and maintain close liaison with various stakeholders creating a spirit of partnership that will provide business and technical advice and ensure the success of the program
Define and manage framework requirements and ensure that the framework engineers are fulfilling these requirements
Exercise management and control with full responsibility for the performance of assigned work
Plan for, document, and execute processes for operations management; requirements management; risk management, performance management, metrics reporting, communications planning and management, and subcontractor management
Work in close cooperation with Government customers, as well as Systems Engineering and Technical Assistance (SETA) and Systems Engineering and Integration (SE&I) development and sustainment contractor personnel
The primary job location for the position is on location in Aurora, Colorado
The position requires occasional travel within the United States
Required Skills
US Citizenship and current active DoD-Secret that can evolve to a Top Secret (TS) Sensitive Compartmented Information (SCI) clearance
Strong engineering leadership skills and proficiency in development of cloud-native services for application development (including platform, infrastructure, security, and CI/CD pipeline)
Experience in web and messaging application development and associated skills
Experience in agile, DevSecOps processes
Experience in containerized microservices development
Relevant experience with cloud computing solutions (AWS, AZURE, and/or Google)
Desired Skills:
Experience with development, production, operations and sustainment of military satellite communications ground systems
Excellent oral and written communication skills.
Comfortable giving technical briefings to senior Department of Defense personnel
Working knowledge of DoD program phases including development, production, and sustainment
Working knowledge of technical planning, Risk & Opportunity Management and Program Control processes
Recent technical certification is a plus or ability to obtain prior to start
Education Requirements
Bachelor's Degree in a technical discipline from an accredited institution or equivalent engineering experience and minimum of 10 years of prior relevant experience, unless prohibited by local laws/regulations
In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role is $115,000 to $224,300; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
