Douglas County Government Building Support Technician in Castle Rock, Colorado

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples areillustrative only and are not intended to be all inclusive.)This is highly responsible, complex technical and administrative work forthe Building Division that requires excellent communication skills. Thisposition handles a variety of important Division functions including:issuance of building permits, problem solving, providing excellent publicservice; and an array of daily diverse job assignments. Working as thebackup for our elevator program including, inspections, permitting andinvoicing processes.ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples areillustrative only and are not intended to be all inclusive.)Shares responsibility for the daily functioning of the office by acting as alead in performing midlevel security tasks in POSSE, including extensivecontact with the public and staff; evaluating and anticipating complexissues that may arise and attempting to resolve and/or direct to theappropriate authority.Assists contractors, homeowners and the public at the front counter and ontelephone with a myriad of requests relating to building permits,inspections and web services.Accepts, reviews and processes permit applications; checks for compliancewith technical criteria and submittal requirements; reviews and issues permit.Customer service and technical accuracy are essential competencies for thisposition.Greets customers, answers telephones and emails and reviews forms foraccuracy and completeness; explains permit procedures, forms, fees,determines if documents are missing, conveys messages, handles requestsfor information, resolves problems and complaints within realm ofresponsibilitUtilizes computer for preparation of complex correspondence and spreadsheetdevelopment, data entry and inquiry, and records research and maintenance.Initiates the permitting processes electronically for building,electrical, mechanical, plumbing, and demolition permits and uponapproval, issues permits.Receives payments for permits, re-inspection fees, and other fees at thefront counter or by mail, processes payments accordingly and maintainsstatutorily required records. Processes refund requests from contractors andhomeowners to submit to Treasurer for reimbursements.Utilizes various computer systems and programs to enter, store and/orretrieve information as requested or otherwise necessary.Establishes and maintains a variety of tangible documents, filing andretrieving information as requested or otherwise necessary for issuance ofpermits, including the preparation and processing of received file documentsdaily into electronic imaging.OTHER DUTIES:Performs other duties as assigned.SUPERVISORY RESPONSIBILITIES: This position does not directly superviseother employees. Provides lead worker responsibilities as required.CONSEQUENCE OF ERROR: Errors in judgment will impact the effectiveness ofthe Division's service to the public and its customers (e.g.,builders/developers) and could have an impact of financial or life-safetyconditions for citizens and substantial loss of revenue to the County.INDEPENDENT JUDGMENT: Work is primarily directed although incumbentexercises independent judgment within given guidelines.CONTACTS: This position has daily contact with outside agencies,builders, contractors, the public and County employees in otherDepartments and our Division.MINIMUM QUALIFICATIONS:EDUCATION and/or EXPERIENCE: High school diploma or GED and threeyear's experience in dealing with public and performing varied office andadministrative tasks supplemented by courses in in accounting,bookkeeping, budgeting, office administration or related work, OR anyequivalent combination of education, training, and experience.CERTIFICATIONS:International Code Council (ICC) Permit Technician Certification is preferred.COMMUNICATION SKILLS: Ability to effectively communicate in both oral andwritten form in a clear, concise and professional manner.
