Job Description:

  • Responsible for all aspects of the procurement of subcontracts including the management of cost, schedule and performance.

  • Prepares bid packages, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

  • Negotiates and coordinates additions, deletions, or modifications to subcontracts. Selects methods, techniques and evaluation criteria for achieving goals and objectives.

  • May sign supplier agreements and purchase orders within established authority.

  • Experienced professional with proficient knowledge of job area and practical knowledge of project management.

  • May manage projects or processes with general supervision.

  • Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.

  • Recommends enhancements to systems and processes.

  • Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.

    Essential Functions:

  • Drive all aspects of subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.

  • Performs all aspects of the subcontract acquisition process from the proposal stage through program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, Requests for Proposals, proposal evaluations, source selections, negotiations, cost/price analysis, definitization, file documentation, ensuring compliance to all internal and Government FAR/DFARS/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out

  • Draft and negotiate contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements

  • Seamless integration of Subcontracts, Engineering, Quality, Finance, and Planning organizations in support of Program Management and Business Development

  • Accountable to Supply Chain Leadership, Program Management, Business Development and Operations

  • Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership

  • Manage program budgets and explain variances in monthly performance

  • Work closely with SCMs, Program Management and Technical personnel, to support/manage proposals and subcontracts

  • Strategically support Program(s) and SCMs on critical negotiations and strategies development

  • Strong negotiations skills and knowledge of company legal terms and conditions


  • Bachelor’s Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/Associates Degree and a minimum of 8 years of prior related experience or Graduate Degree and a minimum of 2 years of prior related experience.

  • Previous Subcontracts experience.

    Preferred Additional Skills:

  • Security clearance preferred, not required.

  • Highly proficient in MS Office suite of tools, including Outlook.

  • Proficient with MRP systems.

  • Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.

  • Demonstrate a strong attention to detail and a high degree of accuracy.

  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.

  • Ability to effectively communicate with all levels of management and program teams.

  • Be a self-starter and team player.

    In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role in Colorado is $54,000- $100,500. This is not a guarantee of compensation or salary, as final offer amount my vary based on factors including but not limited to experience and geographic location.
