Description of Job

This Electronics Specialist IV position is a part of CDOT's Transportation Development, Information Management Branch. This branch is responsible for maintaining and upgrading electronics, in-road sensors, and calibration of equipment for automatic traffic recorders and weigh-in-motion sites located statewide in order to provide accurate data for the needs of planning, operation and design efforts of the Department.

This position manages the Data Collection Unit which includes maintaining data collection electronics and in-road sensors on the state highway system in order to effectively and efficiently provide the data needed for planning and operational activities. It will be responsible for providing technical expertise for data collection electronics maintenance, repair and upgrades.

Major duties and responsibilities include, but are not limited to:

  • Manages the personnel and program activities for the Data Collection Unit; allocates staff, prioritizes work assignments, sets work schedules, develops and conducts performance management;

  • Reviews, analyzes and resolve traffic data collection problems and needs with the Traffic Analysis and Bike/Pedestrian Units within the Division of Transportation Development;

  • Assigns appropriate staff to repair affected sites and monitors the progress of repair activities;

  • Develops electronic equipment and in-road sensor preventative maintenance procedures;

  • Reviews, researches and tests state of the art data collection equipment including traffic counters, in-road sensors, radar equipment, and weigh-in-motion semors;

  • Develops specifications, determines standards, prepares cost analysis documentation, procures equipment, selects contractors and determines quality assurance processes associated with contracted equipment repair activities;

  • Manages the activities of the equipment repair contractor with regard to performance of the work being done, processing and approving of invoices and any other related activities associated with the contracted work.

  • Other job duties as assigned.

Work Environment:

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday

  • Approximately 10% spent in the field, 90% spent in the office

  • Travel required during work hours throughout Metro Denver/Front Range

  • Occasional overnight travel 1-3 times a year

  • Required to operate CDOT vehicles

  • Exposure to loud noises

  • Exposure to fumes, odors, gases, dusts, etc. that may affect breathing, eyes and skin

  • Exposure to High Voltage (anything over 600 V) and electrical shock

  • Required to work in extreme temperatures and weather conditions for long periods of time - hot and cold

  • Required to lift heavy equipment, material and other objects up to 20 pounds

  • Required to use computers to accomplish everyday work duties

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Five years of technical experience repairing, maintaining, installing, modifying, calibrating, certifying, or fabricating electrical and electronic equipment and facilities

  • Equipment and devices should primarily be in one or more of the following areas: telecommunication electronics (e.g. cellular, modem), Sonet and Ethernet, close circuit and detection video cameras wireless and hardwired, radios, fiber optics (wireless and/or hardwired), data collection equipment, and Intelligent Transportation Systems.

SUBSTITUTION: An associate's degree or successful completion of the equivalent of 60 semester hours of training at an accredited college or university or recognized non-correspondence technical school with 30 semester hours of course work in electronics or electrical engineering may be substituted for two years of the required general experience.

The Exceptional Applicant will be an experienced Electronics Specialist and will possess the proven ability or accomplishment in the following:

  • Comprehensive knowledge and understanding of the theories, principles, and best practices of digital and analog electronic theory, telecommunications, and computer wireless networks;

  • Comprehensive knowledge and understanding of the theories, principles, and best practices of communication protocols such as IP/TCP/UDP/FTP;

  • Comprehensive knowledge and experience in installing, repairing, replacing, and troubleshooting a wide variety of electronic systems and equipment;

  • Knowledge and understanding of computer hardware implementation and handling;

  • Knowledge and understanding of point-to-point, point-to-multi-point, and microwave, and other wireless communications;

  • Knowledge and understanding of fiber optic cabling handling, termination and splicing;

  • Knowledge and understanding of fiber optic and wireless transceivers, transmitters, receivers, and repeaters;

  • Knowledge and understanding of electronic programming using various media, software, or applications;

  • Knowledge and understanding of data collection equipment including traffic counters, in-road sensors, radar equipment, and weigh-in-motion program;

  • Strong leadership, supervision, and mentoring skills;

  • Excellent project management and work scheduling skills;

  • Strong oral and written communication skills;

  • Excellent organizational skills;

  • Experience working with multiple and diverse stakeholders, with sensitivity to their needs and priorities;

  • Work effectively in both independent and team situations;

  • Strong attention to detail and accuracy;

  • Excellent reasoning, analytical, troubleshooting, and problem solving ability;

  • Familiarity with electrical work;

  • Familiarity with GIS mapping software

  • Traffic control coursework is a plus;

  • Fluency in MS Office Suite (Word, Excel), and the ability to quickly learn new software.
