SUMMARY

Under specified supervision, performs scheduled maintenance and mechanical repair of sewer lift stations, raw and potable water treatment facilities equipment and machinery.

Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.

Plant Mechanic I:

Under immediate supervision, this is the entry- level positon in the Plant Mechanic series. Incumbents are not required to have directly related work experience. Work is observed and reviewed both during performance and upon completion. Instruction or changes in procedures or exceptions to rules are explained in detail as required.

Plant Mechanic II:

Under general supervision, this is the intermediate-level position in the Plant Mechanic series. Incumbents generally have related work experience. Incumbents within this classification perform routine and less complex duties and responsibilities and steadily receive more complex duties and responsibilities as experience is gained. Employees are expected to work with only occasional instruction and assistance.

Plant Mechanic III:

Under general supervision, this is the journey-level position in the Plant Mechanic series. This classification is distinguished from level II by performing complex repairs and the full array of duties associated with the series. Employees at this level receive minimal instruction or assistance and are able to provide training to lower level and are fully skilled in the operating procedures and policies of the work unit.

ESSENTIAL FUNCTIONS

Maintains a 24-hour on-call status for emergency situations as scheduled.

Performs scheduled preventative maintenance, mechanical repair and installation of machinery and equipment. Adjusts, lubricates, aligns, diagnoses and replaces equipment as required. Develops daily and routine maintenance schedules.

Maintains service records, parts inventory and specifications for machinery and equipment for implementation of the preventative maintenance program.

Follows, prepares and generates standard operating procedures.

Assesses and tracks equipment condition for asset management. Obtains quotes for equipment procurement, replacement and budgetary planning

Monitors and maintains water supply system, storage tank levels and pump station flow and pressure. Pre-treats water source lakes with appropriate chemicals, using a boat.

Monitors and maintains wastewater lift stations; performs maintenance on machinery, including lift station pumps, submersible pumps, electric and gas driven motors, control generators, compressors, and gear drives.

Monitors and maintains water treatment plants; performs scheduled and unscheduled maintenance on machinery, including; pumps, valves, valve actuators, motors, pipes, flow meters, compressors, blowers, and other related equipment.

Cleans facilities including but not limited to pressure reducing valve vaults, pump stations, sewage lift stations, tank sites, water plants. Also coordinates contract mowing and performs mowing at facilities as required.

Monitors and maintains chemical feed and aeration facilities; reads charts, gauges, and meters to determine the status of the water supply and distribution system. Assists with chemical deliveries at the water plant.

Performs work that requires the use of specified respiratory equipment that guards against exposure to airborne hazards. Complies with all Municipal, State, and Federal physical requirements as per Self-Contained Breathing Apparatus (SCBA) guidelines.

May serve on-call status on a rotating basis for snow removal.

May work a varying schedule and/or shift.

May be required to work overtime.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:

Plant Mechanic I:

High School diploma or GED.

Plant Mechanic II:

High school diploma or GED; two years of experience in mechanical maintenance and repair work. Equivalent combinations of education and experience may be considered.

Plant Mechanic III:

High school diploma or GED; three years of experience in mechanical maintenance and repair work, preferably in water plant and facility operations. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

Plant Mechanic I:

A valid Colorado Class B Commercial Driver's License or ability to obtain within 6 months of hire, with a safe driving record.

Plant Mechanic II:

Valid Colorado Class B Commercial Driver’s License with a safe driving record; both a Class I Water Distribution Certification and Class I Sewer Collection Certification, or only a Water Plant Operator D Certification.

Plant Mechanic III:

Valid Colorado Class B Commercial Driver’s License with a safe driving record; both a Class II Water Distribution Certification and a Class II Sewer Collection Certification, or only a Water Plant Operator C Certification.

Knowledge, Skills, and Abilities:

Plant Mechanic I:

Knowledge of the policies, procedures and goals of the City of Thornton and the department.

Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.

Knowledge of safety procedures and regulations for; confined space, utility maintenance functions, and chemical safety.

Skill in operating all assigned equipment, machinery, tools or equipment in a safe and appropriate manner.

Skill in the safe and lawful operation of a motor vehicle.

Ability to successfully complete all medical and fit testing as required for the use of personal protective respiratory equipment.

Ability to wear SCBA gear and/or respiratory protection.

Ability to read, comprehend and consistently follow safe work procedures.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to establish and maintain effective working relationships with City employees and the general public.

Ability to use standard office equipment, personal computer and job-related computer applications including electronic mail.

Plant Mechanic II:

In addition to previous requirements:

Knowledge of general processing procedures associated with water supply distribution.

Knowledge of the federal, state, county and City regulations applicable to treatment plant operations.

Skill in the maintenance, repair and adjustment of motors, engines, pumps, and other associated water plant equipment.

Skill in operating equipment and machinery relating to plant mechanics, including boom truck, forklifts, lathes, drilling equipment, power equipment and hand tools.

Skill in diagnosing and detecting malfunctions and taking corrective action.

Ability to wear SCBA gear and/or respiratory protection.

Plant Mechanic III:

In addition to previous requirements:

Skill in performing complex installation, maintenance, and replacement, of machinery, including lift station pumps, submersible pumps, electric and gas driven motors, control generators, compressors, and gear drives, valves, actuators, PRVs.

Skill in metal fabrication, welding, grinding, and cutting.

Skill in training junior and new employees regarding the duties of the position.

Ability to regularly exercise discretion and independent judgment.

Ability to maintain accurate records.

Physical and Mental Requirements:

While performing the duties of this job, the employee is required to see, hear, sit, stand, walk, kneel, squat, stoop, repeatedly twist the upper body, and push or drag objects. The employee is regularly required to perform heavy lifting. The employee is regularly exposed to chemicals. The employee is required to comply with all physical requirements of SCBA and/or any other respiratory protection equipment including passing all medical and fit testing.
